Toyota Repair: 1997 Toyota Camry CEL - OBDII Code P0401, vacuum hoses, exhaust gas recirculation

1997 Toyota Camry, 4Cyl, ATM, 120K+ miles

My Camry's CEL came on last week.  I got a hold of a scanner and found OBDII code P0401: Exhaust Gas Recirculation - Insufficient Flow.  Could this mean the valve is bad?  How can I check for this?  Thanks.

EGR valves almost never fail on toyotas, the problem is usually the EGR modulator valve or the EGR VSV(vacuum switching valve) the modulator is attached to the egr valve with a metal bracket, it has thre small vacuum hoses on the top and a larger hose for exhaust pressure on the bottom, it's very common for these valve to leak, remove the egr modulator from the bracket and check to see if air can be blown through the bottom port, if so replace this valve, the VSVs can be intermittent so it's up to you if you want to replace it at this time, it's located on the intake chamber underneath and not easy to get to so you may wish to try the modulator first and see what happens.
