Toyota Repair: Locking Rear wheels 98 4Runner, rear hubs, rubber hoses

QUESTION: I am exhausted trying to figuer this out.
My wife reported that the rear wheels lock and she could smell something burning along with the rear hubs were very hot.After 15-20 minutes they released.This happened several times.
The 4Runner 98 4WD with ABS brakes have about 110k miles .Brakes never been touched.
So far I have changed the front calipers,rotors,pads,rear shoes,both hubs,wheel cylinders and the master cylinder.I have bled the entire system 15-20 times reverse bleeding also.Even with the manual I can not locate the LSPV.It just isn't there.
The problem still exsists.With rear wheels on jack stands I can rotate the rear wheels apply the brakes release and the rear wheels stay locked...both.
If I remove one of the lines from the actuator the wheels release.
Everyone including our local Toyota dealer state extremely unlikely it is the actuator.The ABS light does not come on.
However one thing we didn't change is the rear rubber hose.I now hear the inside of rubber hoses can and do sluff off and block the line.That is next..when one comes in.
The local Toyota mechanic wants me to phone him when we figure this out.....HELP.

ANSWER: "If I remove one of the lines from the actuator the wheels release." What actuator is this? I seems that this is a hydraulic control issue but I'm not sure what this actuator is? It's not a blockage because if that was the case the brakes would not lock up, somehow pressure is applied to the rear wheel cylinders and not releasing, it does have a LSVP and it may very well be the cause of the problem.

QUESTION: Sorry..ABS brake actuator under hood ..it is the only name I know it by.
I phoned our local Toyota today and they confirmed "there isn't a LSPV" on that model.Who am I supposed to believe.??
I have two friends that own Toyotas and the LSPV mechanism is very easy to locate.Not so on this 4Runner.
Could not the sluffing of the rubber hose on the braking system rear act like a "one way valve" but slowly releasing pressure mintutes after brake pedal is released.?
This vehicle has been of the road for 5 weeks because of this problem.
I live 60 miles from town so towing ( cost) is out the question.

Answer
I just checked the factory repair manual and it does show the valve at the rear near the axle. If you can give me an email address I can send some pictures, considering the severity of this problem it seems that there should be a diagnostic trouble code stored in the ABS system, has anyone checked for DTCs in the system?
