Toyota Repair: 2002 4Runner Alternator fuse, fuse panel, fuse box

Question
If this fuse is blown, would it cause the vehicle not to turn over.  It acts as though there is no battery at all in the vehicle (makes no noise when key is turned).  The door locks are the only thing that work.   If it would cause this, how do I get it out of the vehicle.  We tried to pull straight out, but the case of the fuse came off but the prongs did not come out.

Answer
If the alternator fuse is blown the engine will still turn over but not start, there will be no lights on the dash on and almost nothing will work, I'm no sure if the fuse is the problem, if it's blown it should be obvious. Has the battery been replaced recently or was it jump started? The alternator fuse is bolted in, to remove it the sub fuse panel containing the fuse has to be pulled out of the main fuse box to get to the bolts.
