Toyota Repair: 87 Toyota Camry, fuel pressure gauge, toyota camry

I have an 87 Toyota Camry with a 2.0 (3E) 4 cylinder. A couple weeks ago, it started feeling like it was bogging and progressively worsened over a one week period. Now, everytime you put your foot into it, even a little, the power falls off for a few seconds and then it recovers.. ocassionally backfiring through the throttle body. I've done some prelimenary trouble shooting just to rule a few things out. It has new plugs, new cap/wire set, new rotor. I've pulled the throttle body and cleaned it thoroughly as it had a significant deposit of crud on the back side of the throttle plate, I've checked the timing, it's at 15 degrees BTDC at 1000 RPM which is pretty close to spec. I've run a compression test and all cylinders come in around 160 lbs. (engine has 275000 kms) I recently purchased this thing and the former owner advised me that he had a few issues with it recently but replaced the fuel filter and the problems seemed to disappear...We drve the car for 3 weeks without so much as a hiccup and then this started up. I pulled the spark plugs again this afternoon and note that the tips are white which would indicate a lean burn. My next item to try is to check that the pressure on the fuel rail is adequate but I'm not quite sure if that is the direction I should go with this next. The lean condition makes me think that it's starving for fuel... Any ideas/suggestions???

I would check the fuel pressure under actual driving conditions, a fuel pressure gauge can be connected with a hose long enough to attach it outside on the windshield, then see what happens to the pressure when the problem occurs, the pressures should stay between 28-34 psi.
