Toyota Repair: 2000 4 Runner, electric locks, test meter

I recently purchased a 2000 4 Runner.  When the lock button is pressed it does not lock the doors, but the unlock portion still works.  There are 2 buttons up front, one passenger, and one driver.  Both of them do the same thing....nothing.  Can you help?

I am thinking that the lock portion of the switch is grounding out. If one of the switches is constantly grounded out, then the other will not function on the same command. Example: I have 2 vehicle with electric locks. If I the lock button is pressed either direction while another holds the passenger switch in the opposite direction it will not perform. I would test each switch individually with a test meter. Worse case you replace both switches. I would have hard time believing that the lock actuator in both doors failed at the same time.
