Toyota Repair: 83 cressida, protion, btdc

i just got this car last week, it sat over three yrs. i had to replaced the fuel pump with a aftermarket fuel pump. i didn't replaced the top protion of the pump ( believe to be the pressure regulator, not sure). the car doesn't have any pwr at all going up any kind of hill. Should i replaced that regulator? also is it normal for the car not to shift until i let go of the gas pedal slightly?

No, the shifting is not normal you should not have to let off the pedal for it to shift, there is a throttle pressure cable it connects to the throttle body, make sure the cable is connected and adjusted correctly, the cable should flex a little but not be loose, not sure what the power loss may be, it could be a lot of things, incorrect timing, the cam timing may be off, check the timing with a timing light, it should be 10degrees BTDC. It could also be a clogged exhaust system, clogged up catalityc converter creating excessive back pressure.
