Toyota Repair: Lights, ligs, tocoma

My head light will come on, but when you pull back for bright ligs there are no head lights at all. The running lights are all still on, just no light beam. Push the lever foward and they are on or pull them all the way back like you do to alert some one coming to dim their lights and you still have light. Just no bright lights.
This is in a 2002 Tocoma four runner automatic.

It could be a problem with the combination switch on the steering column or a wiring problem, to your knowledge has it ever been in an accident, have any electrical repairs been done recently and if so, what? Does it have a trailer hitch and is it toyota or aftermarket?
