Toyota Repair: 1999 Corolla, No elec to fuel pump, fuel pump relay, gauge works

Was running fine, wife stopped at store, came out an won't start. Checked fuses under hood, all good, so figured it was pump (car has 225k miles). Pulled pump an checked it, runs fine. So then I checked for voltage at plug, none at pump connecters (fuel gauge works.) Have started tracing wires from pump, got as far as left kick panel, where I discovered more relays. Have tried swapping the small black ones, both kick panel an under the hood. Also found some fuses behind the little change box, left side of dash. What could be keeping pump from getting elec, which relays/fueses exactly?

Unfortunetly, I do not have a wiring diagram for your car, but I can tell you that Toyota uses a different name for thier fuel pump relay. It is called a "circuit opening relay".  It is usually green in color and mounted by itself under the dash.  It uses two seperate circuits to control it. The first from the starter and second from the ECM. Remember you should only have power during cranking at the fuel pump plug.  I would check the realy first for power in & out.
