Toyota Repair: 98 RAV4 AUTO TRANS FLUID LEVEL, heater element, trans fluid

Question
1. i have changed the trans gasket. manual says 3.5 qts needed to refill. i put 4 qts still did not reach the hot level when i drive for 30 min and keep engineer idle. is it normal?

2. cig lighter does not work, checked fuse, it is ok, any clue?

You will need to add more fluid until it reaches the full mark.
The cig lighter either needs to be replaced or the connector in the back of it is not connected, check the socket with a test light there should be twelve volts at the cnter of the socket, if there is replace the heater element.
