Toyota Repair: 1986 corolla failed emissions, high CO, emissions test, case vac


Question
Problem:  failed Colorado state IM240 emissions test for high CO

Results: HC 2.2114 limit 3.0000, CO 53.8422 limit 20.0000, CO2 239.0631 NOx .7727 limit 6.0000.  on the last page of the emissions page is lists how much % wise CO is over at accel/low cruise/high cruise/decel/idle.  numbers are as follows 61%/20%/15%/2%/0%.

Other Symptoms:  25 mph, VERY hard starting when cold

Things that were replaced:  all new spark plugs, wires, cap, rotor, air filter, o2 sensor, carb appears to be rebuilt/remanufactored, Ignition timing 15*BTDC with all vac lines hooked up.

things i tested:  i ohmed out the EBCV 12.5 ohms, no opens from positive to case, vac tested AAP (sp) held 15" of vac, all lines look good, PCV seems good, cleaned the carb many times

Thanks for your help.  i am a ford/mazda tech, so i know my way around a car but i know nothing of toyotas or carbs, so i am kinda useless here.

How many miles?
Put a vac gauge on it and turn in the air/fuel screw in to get the best Vac reading.

Also check the AAP diaprham. Its labeled on the hoods vac diagram. If theres fuel in the hose , the diagram is torn. Replace that. Its a round cap with 3 screws on the side of the carb with a vac line going to it.
