Toyota Repair: rear brake adjust proceedure, rear brakes, spinning the wheel

on my 02 tacoma 4x i replaced the rear brakes and now after maybe 1/2 mile the rear brakes rumble and vibrate. shoes are installed properly, backed off the adjustment and the driving problem went away except on braking. Also, how should the e-brake be adjusted? should the e-brake lever stops rest on the backing plate when all adjusted or what. i'm resurfacing rotors and drums in the AM but any additional info would be appreciated. adjust the brakes so that the drum will spin 1 turn or less when spinning the wheel.
The E brake adjusts under the vehicle. Just take the slack out of the cable.Should rest on the stop when not applied.

Cut the drums and sand the edges of the brake shoes so they dont chatter.Make sure they are dry and you dont have any gear oil or brake fluid leak.
