Toyota Repair: 1990 toyota pickup no power, mileage vehicles, high mileage

1990 toyota pickup, 4 cylinder, efi.  Has no power.  The compression is good, Not an ignition problem, The fuel filter is brand new.  It idles better cold than it does hot.  No power from 500 rpm to 3500 rpm.

I assume there is not a check engine light on.
This could mean that there is a restriction in the exhaust system, the catalityc converter may be the problem, it can disintegrate on high mileage vehicles and cause it to get clogged up which causes the engine to choke.
