Toyota Repair: 1995 Camry Code 71, haynes repair manual, vacuum gauge

I have a 1995 Camry 4cyl and the check engine light came on. I jumped terminals TE1 and E1 and got a code 71. The car seems to be running fine. In my Haynes repair manual it says to check the EGR gas temperature sensor or EGR valve. Any suggestions? Any help would be greatly appreciated. Thank You.

About 95% of the time the problem is the EGR vacuum modulator valve located on the egr valve or the vacuum switching valve located on the intake manifold underneath.
Try replacing the modulator first and see if it fixes the problem, that's my best guess, to completely check the system requires a vacuum gauge and a vacuum pump, it's almost never the temp sensor.
