Toyota Repair: 97 Camry hesitating and bucking, valve cover gasket, fuel contamination

Hi- I have a 97 Camry, 4 cylindar automatic transmission, with just over 95,000 miles on it.  We bought the car in February and it went through a rigorous MD inspection, but it has just (now, in July) begun bucking and hesitating upon acceleration.  I took it to the Toyota dealer who charged $80 for diagnosing the problem (that charge is IN ADDITION TO the repair, which I think is outrageous), and they say the main problem is the spark plugs and wires need to be replaced.  

They also say the following need to be done:

replace valve cover gasket
replace end cap (leaking)
replace fuel filter and PCV valve
replace transmission pan
EFI power flush

For all of that, they want $1100!  Much of that sounds to me like work that would be included with a regular tune-up, but what do I know?

Do you have any thoughts on the necessity of all of that?  Would the spark plugs' failing cause the bucking and hesitation?  Is that normal wear and tear on this age vehicle?  This car is for my 16-year-old daughter, so I'm very concerned that it will transport her safely, but money is also an issue.  I can't keep throwing money into a car...am I better off getting a new one?

I suspect it needs an ignition coil.Its in the distributor.
It may need the wires and plugs.
skip the fuel filter, unless you have a fuel contamination problem.
EFI power flush- you can throw a can of efi cleaner in the fuel tank.available at parts stores
dont know what an end cap is.
valve cover gasket should be 100$ installed.
pcv vale plugs in, takes 5 sec.

The diagnosis should be put towards the repairs.
