Toyota Repair: rear license plate lights, jumper wire, toyota celica

My license plate lights on the rear of my 1996 Toyota
Celica are out and I replaced them both and they are still
not working. I don't have the owners manual and looked
through the fuses but can not find one for these lights. Any
suggestions?

The license plate lights are powered by the same fuse and are on the same circuit as the tail and parking lights, with the lights on check the green wires going to the lic lights to see if there is battery voltage, if there is there is an open ground circuit, use a jumper wire to ground the white/black wire.
If there is no voltage at the green wire there is an open circuit, you could make a jumper wire directly over to the tail light wires which you know are working, all the wires that have 12volts are green in color.
