Toyota Repair: 1998 Tercel headlights, low beams, beam lights

My 1998 Tercel low beam lights won't come on, both sides went out at the same time, the high beam light indicator now stays on when lights are turned on, but, the high beam lights are still working the low beams are out, is this a fuse problem, or, do the headlights need to be replaced. If its a fuse problem where are the low beam fuses located.

check all the fuses first.
Then substitute a test light at the bulb. If it lights, wala! the bulbs are bad.

You may want to inquire if there is a recall on these lights. There was one back around that time. The dealer will run your VIN # for free and let you know if any apply to your vehicle.
