Toyota Repair: Totyota Landcruiser Antenna, power antenna, toyota engineers

I have a 2000 Landcruiser. The power antenna correctly, fully extends and retracts when the power to the radio function is turned on/off. However, when the radio is on, the manual height adjustment will not allow the antenna to fully retract - it leaves it with about 3 inches of antenna.

Suggestions?

With the antenna operating normally it should go up and down when the radio is turned on and off, for some reason that only the toyota engineers know the antenna does not retract all the way automatically and the three inches left need to be retracted with the manual switch on the dash.
But what you are saying is that you are not able to do this, can you move the antenna up or down manually with this switch or is it only the last three inches?
The switch on the dash or possibly the antenna relay(located on the antenna motor) may be the problem, I have not seen this happen so I'm giving you my best educated guess.
