Toyota Repair: 99 Camry brake pads, disc brake pads, inboard side


Question
While replacing the front disc brake pads I noticed the existing pads were installed differently on the driver side than on the passenger side.  So my question is, what is the correct location for the pads with the folded over metal piece that sticks up perpendicular off the back of the pad?  Are they inner or outer pads, and should the metal piece be at the top or bottom?  (Two pads have the metal piece and two don't.)

Also, the new pads didn't come with new shims or holes for the little v-shaped wire.  Can I use the old shims (in good shape) and not bother with the wire?

Those metal pieces are the wear sensors, as the pads wear down to minimum thickness they will contact the rotors and cause a squeeking noise to warn the driver that the brakes are getting low.
They are installed on the inboard side of the rotors, either up or down is ok.
The old shims can be reused, some replacement pads don't have the small holes for the springs, disregard the springs, most toyotas do not use them anymore anyway.
