Toyota Repair: 1993 22re no power, toyota 4wd, head gasket

1993 Toyota 4wd, 5 spd, no ac, basic truck.  Replaced head gasket, reworked heads, replaced timing chain, oil pump (top end overhaul).  Set timing "right" and engine has no power, retard timing 15 degrees power increases some, but idle is high (1700 rpm) and gets bad mileage.  Rechecked timing marks and timing with valve cover removed, all good.  Replaced plugs, wires, fuel and air filters etc....I have to run the truck in forth gear to get to 65 mph when I shift into fifth the speed drops and there is NO throttle response.  I'm going to recheck all the vacuum hose today.  Please help.  I want to sell this truck, but want to get it running right first.   Thank you   Rick

Possibly a catalityc converter problem, it may be partially clogged and is restricted, the easiest way to eliminate it as the possible cause is to disconnect it and drive the truck to see if the problem is gone.
That's about the only other thing that can cause a loss of power if the engine cam timing and the distributor timing is correct and all the other items were already replaced as you are telling me.
