Toyota Repair: electrical, power fuse, fuse panel

I have A 1996 Toyota Camry lE 2.2L and im having problems with my windows and locks but i think I can fix but I cant find the Circuit breakers. the manual says there in either the drivers side or passenger side kick panels but I can t find them is there any other locations they might be?     Than

According to the factory wiring diagram there is no circuit breaker, both circuits recive 12volts through the 30amp power fuse located in the fuse panel in the lower left side of the dash under the plastic cover. Check to see if this fuse is intact.
There is also a power main relay that could be the problem, it's located under the hood in the black relay box.
