Toyota Repair: I have a 96 toyota Rav that..., toyota rav, chared

I have a 96 toyota Rav that cannot start. We thought it was the fuel pump, but the mechanic says it's not the fuel pump. He says that the speak plugs are all chared. He says that there alot of fuel pumping to the engine. He checked the regulator and said that was okay, but he said the engine is flooding. (he says you can smell the raw fuel). Can you help us with the answer?

With a problem this serious there should be a check engine light on so I'm not sure what help I can be, there could be quite a few things that can cause this condition, have any repairs been done recently before this started?
Did the mechanic say what course of action to take to remedy the condition and if so, what?
