Toyota Repair: 92 Camry wont start, and has a rolled back odometer, odometer readings, department of motor vehicles

1. Last week I purchased a 92 Camry, 4 cyl, automatic with a 94 camry engine in it. the odometer shows 78,000 miles (which is why i bought it) but a carfax report shows that the car had 190,000 miles in 2001. how can I prove the odometer has been tampered with? 2. I replaced the battery 5 days ago because I was told by the guy who changed my oil that it needed to be replaced. Today, I went to start my car and it wouldn't start. All the lights inside the car work, but the headlights won't come on. And the ignition makes a click, click, click sound but the engine won't start. The first time I tried to start it today, it wouldn't start. I waited 5 minutes and it started fine, I drove it around the parking lot, no problems. Since I turned it off after that, I can't get it to start. Does this sound like a battery problem, or a connection problem, or maybe the alternator or starter? I have no idea. And I have no idea how to begin to look for what's wrong. please help! Thanks.

Starter problems are common on this model so I suspect that it needs to be replaced.
In all states in the US it is illegal to sell a car with the incorrect mileage, it is also possible that the speedometer was replaced at sometime but this should be recorded with the department of motor vehicles and the dealer or repair shop that replaced it, this should also be in the carfax report, I would recommend printing the carfax report and contacting the seller for an explanation, if there is no reasonable explanation for the odometer readings I would ask the seller to refund your purchase price and take the car back, if the problem can't be resolved you may have to take legal action.
