Toyota Repair: Camry surging/erratic idle, throttle position sensor, vacuum line

My camry: 5 speed, 2.2 Liter, has 140,000 miles.  Timing belt, spark plugs, and water pump replaced at 70,000 (that's when I bought it) and 137,000 miles.  Averages 28-32 miles per gallon.  Ran great until yesterday.

Yesterday, suddenly developed surging idle speed.  As I increase throttle angle in neutral to 1800 RPM, suddenly drops to 1500. As I continue to increase idle gradually, I observe idle jumping up and down +/- 200-300 RPM until 2500.

Acceleration under load is normal.  No pinging or missing.  Distributor is original, plug wires original.

Throttle position sensor tests OK, adjusting position sensor causes idle to become smoother and/or rougher but 1800 rpm/surging rpm problems remain.

Based on your previous answers, I suspect idle speed control.  Do you agree?  I understand this can be cleaned and/or replaced.  Do you recommend cleaning on or off the car?  What cleaner?  B-12 chemtool?  Can I spray it in or suck it in via a vacuum line with the engine running?  Is it safe to put it in the gas tank?  (I previously had a 1985 Camry  with sticking valves.  I trickled liquid B-12 in through a vacuum line and it fixed the problem.)

The idle speed control valve can cause idle problems, it's located on the throttle body, the throttle body has to be removed from the intake chamber then the ISC valve can be removed and cleaned with a spray throttle body cleaner at the same time clean the throttle body thouroughly on the inside, use the spray cleaner and a bruch to remove all the carbon, re assemble everything and it should fix the problem.
