Toyota Repair: Smoke on startup, valve seals, toyota dealer

99 Camry 4 cyl (113,000 mi) smokes (whitish/bluish - hard to tell) on start-up for about 30 seconds, then stops.  Engine uses little oil; I check at least weekly.  Valve stem seals?  Worse?  Suggestions?  Is there still some kind of leakdown test done w compressed air to see if rings, valves, seals leaking.  So far shop has just diagnosed as "needing new engine".  Thank you.

I doubt very much that you need a new engine, the most common cause for this condition is that the valve seals are leaking, even though this is an expensive repair procedure at around $900 it is still way cheaper than a $5,000 new engine, check with your toyota dealer and get a quote to have all the valve stem seals replaced.
