Toyota Repair: 2002 Camry smokes on cold start, valve stem seals, independent repair

Is this a major expense?  Will the head have to be removed, or just the valve cover?  Thanks.

Question -
2002 Camry 4-cylinder automatic with 95K miles.  Smokes after starting when the engine is cold.  Don't have to add oil between changes, so it's not burning oil except on cold start.  Have changed oil/filter regularly.  Valvoline 5W30.  Also tried 10W30 but same result.  First noticed problem about 20K miles ago, but has gotten more prominent.  Otherwise the car runs fine.

The most common cause for this is the valve stem seals are leaking, have them replaced.

This can be done without removing the cylinder head with the proper tools, the toyota dealer should be able to do this, you can contact any independent repair shop to see if they can do it and yes it is a major expense, at the dealer it will cost around $1,000 for parts and labor.
