Toyota Repair: 1993 Toyota Corolla Horn, toyota corolla, steering wheel

I just bought a 93 Toyota Corolla for my son to drive back & forth to school/sports practices.  Found out the horn doesn't work - fuses look ok & horn seems to work ok at the horn relay - any suggestions?  Thanks for any help!

The problem may be in the steering wheel contacts, remove the steering wheel pad or air bag, disconnect the battery and wait at least 10 seconds before removing the air bag,  ground the horn wire directly to the steering column, if the horn works check the contact surface on the steering wheel and the contact on the combination switch.
