My 1990 Toyota Camry 6CY (Automatic) has an intermittent Starting problem.  When it occurs, there is a click sound under the hood as if the Solenoid is engaging, however the starter never runs.  The autolocking door locks lock the doors as normal but  the instrument panel warning lights do not dim as they do when the starter does run.
I have had the following done:
1. The mechanic replaced the contacts in the Starter system.
2. The mechanic replaced the Starter assembly.
3. I had the technician bypass the Alarm Starter Disable relay.

None of the above helped.

The problem typically happens several times per year and usually in hot weather after I have stopped after driving for quite some time.  If I wait a while, usually less than 30 minutes, the Starter works normal again.

I have run into this problem before a few times, the problem is that there is an excessive voltage drop in the cable from the battery either on the positive or negative side, make sure all ground connections are clean and tight, the same for the positive connections, in some cases where the problem could not be resolved by doing this we were able to install an auxillary starter relay, this is an inexpensive but permanent way to fix the problem, I have also encountered this problem on early 1990s Four Runners and I repaired my own four runner using this procedure and never had a starting problem since.
Talk to your mechanic and see if they are able to do this, if you can give me an email address I can send a wiring diagram how to connect the relay.

The relay you need is available at most autoparts stores, it is sometimes used for light accessories such as off-road lights of fog lights, the part number is 610T, 12VDC,30-40AMP rating.
The terminals are marked with numbers, connect it as follows:
Locate the relay as close to the starter as possible, find a place to bolt it on to the frame or any other metal surface.
Connect the #30 terminal on the relay directly to the battery with 10 gauge wire and suitable connectors to the positive terminal of the battery.
Remove the small connector from the starter, it will be used later, connect the #87 terminal from the relay to the starter's small terminal(the one just removed)the terminal on the starter, NOT the wire connector just removed.
Connect the #86 terminal on the relay directly to ground.
Connect the #85 terminal on the relay to the wire that was removed from the starter earlier this wire should be black/yellow or b/w.
