Toyota Repair: vibration when braking, strong vibrations, oem pads

Auto tran 1993 camry, only 60,000 miles

I have very recently been feeling strong vibrations in the steering wheel and through out the car when i depress the brakes.  no atypical vibration when in park or when driving.  when braking, vibrations will come and go, also a bit of flutter in the rpms, sounds similar to a manual trans that got its clutch pressed at a high rpm.  the flutter comes and goes.  could it be a warped rotor or something w/ engine?  can you estimate a cost to fix?  thanks so much

If the vibration is only there when applying the brakes there is a problem with the brake rotors, they may be warped and need to be replaced or remachined if they are serviceable, have them measured and if above the minimum thickness specification they can be resurfaced on a lathe,use toyota OEM pads and make sure all the associated hardware is installed on the new pads, if the rotors are below the minimum thickness they will need to be replaced, I don't give rerpair estimates, sorry.
