Hi Ted,
I have a '00 4Runner 2.7L 4wd manual with 68K miles.  It always cold starts fine and warm/hot starts fine. If I accidentally or intentially(not often) stop the engine after cold start when rpms are between 1500 down to 1000, restart is difficult. It cranks but will not start or eventually starts and runs rough for a few seconds. I usually have to wait a few minutes to get it to start. After it drops below 1000 rpm restart is fine. Dealer says this is normal. Obviously I try to avoid the situation, but if it is repairable I would like it fixed. I have kept up on all standard maintenance and add a gas dryer and techron periodically. Any hints? Thanks

I'm not sure if this is normal or not, I have not encountered this complaint before, I have a couple of possible solutions, but I have to ask a couple of questions, was the 60,000 mile maintenance service done? It should have included replacing the spark plugs, were they replaced?
Has any repair attempt been made recently to correct this condition?
I'm assuming there is no check engine light on is this correct?
How long does it take to restart? Computer controlled engines sometimes take longer to start than a customer may expect, this is due to the computer looking for input signals from all of the sensors on the engine, once the computer gets all the correct input signals the injectors will activate and start injecting fuel into the intake system, it may be that because you are turning the engine off in fast idle mode may have an affect of the time it needs to restart, the only concern I have is that the engine runs rough for a few seconds, this does not sound normal, please try to answer the above questions and I may be able to help more.

60K service done, spark plugs replaced, no repair attempt, no check engine light. It takes longer than usual to restart or sometimes won't restart forcing you to wait a couple of minutes and then it restarts ok. When it does restart it acts like its running on 1 then 2 then 3 etc cylinders until its smooth running again. I can't tell if it is starved for fuel or if it is flooded, though there is no fuel smell. I called another dealer and they said they have not heard of this and it could be a faulty cold start injector.

This engine doesn't have a cold start injector, the computer controls the injector duration and the idle speed control valve controls the idle speed on cold starts.
At this point I would recommend that the fuel pressure be checked as the problem is happening, there may be a fuel pump problem, you may want to try replacing the fuel filter first.
