Toyota Repair: RAV4 cooling fan, fuse block, p0401

I am helping fix a 1997 RAV4 with two seporate problems. The first is the P0401 EGR problem and have reviewed your past answers and they are a great help. I think it may be the VSV, it won't hold a vacuum. Is there an easy way to get at it? It is really located in a hard to get at spot. The problem that I can't find, is the cooling fans run on high as soon as the key is turned. I think it is one of the three fan relays but can't locate which one. Thanks in advance for your help!

The most common egr problem is with the egr modulator valve, they leak internally, have you checked it?
The VSV is located under the intake manifold near the front.
The fan relays are located in the fuse block under the hood on the left side, open the cover, you should be able to identify them, the #2and #3 relays are the same, try switching them and see if anything changes.
There may be a more involved problem, both fans should not be on unless the A/C is on, try disconnecting the a/c condenser fan and see if the main fan works normally.
