Toyota Repair: 98 Toyota Avalon starter problem, toyota avalon xls, remanufactured starters

My '98 toyota avalon xls has started having starter problems, but it will start after many attempts, I have a new battery, so no problem there, and sometimes it will start on first attempt but other times many attempts before it will start. Is this always the starter going out, or can it be the cellunoid or ignition switch? Do I have to have repair done by a authorized dealer or can I buy a starter and pay a outside garage to install..if it is indeed a starter replacement problem. Thank you

Starter problems are common on this model, it's your choice which way to go about replacing it, you pay more at the dealer, they use only genuine toyota remanufactured starters, if you buy an aftermarket starter and have someone else install it, make sure you get some sort of warranty for the part and keep in mind that if the starter should fail before the warranty period, only the part is covered, the repair shop will charge you again for the labor to install another one.
