Answer
There is a possible air leak at either the intake manifold gasket or the base of the carburetor, the most common is a leak near the EGR valve on the manifold, get some carb cleaner in a spray can and spray it on the manifold gasket  and see if there is a change in the rpm, if the gasket is leaking the engine should race to a high rpm without touching the gas pedal. If that's not the problem let me know.
