Toyota Repair: Smoking Camry, valve stem seals, toyota camry

Aloha Ted,
I just bought a 99 Toyota Camry 4 cyl.  78K miles, fair conditon.  Runs great, looks good.  However, it puts out a blue smoke cloud when it starts after setting for a while.  A friend suggested doing a valve adjust.  Any idea what's causing it or what I can do to correct it?

This is a fairly common issue with Camrys at this mileage, the valve stem seals are leaking and need to be replaced, it can be done without removing the cylinder head but it's still expensive and takes special equipment, it will cost around $850 at the Toyota dealer.
