Toyota Repair: Celica low idle and sluggish acceleration, car stalls, carbon deposits

2000 Celica, Los Angeles.  

The idle is low.  At a stop, when I hit the gas, the car stalls for a short time, then eventually accelerates.  Other than that the car seems to run smoothly.  Any ideas?

There have been some problems with idle speed control valves, it's located on the underside of the throttle body and can be removed by removing the throttle body and then the ISC valve, it probably has some carbon deposits built up and can be cleaned with a carburetor or throttle body cleaner.
