Toyota Repair: High Beams on a Previa, high beams, position thanks

On my 1993 Previa there is an odd problem with the high beams.  When I switch them on in the forward position they don't work. The headlights turn off entirely.  When I pull the switch toward me, to temporarily flash the high beams, they work fine as long as I hold the switch in that position.

The problem is probably in the combination switch on the steering column, I don't think it could be the headlight relay because you sre able to switch to high beams by holding the switch, if the relay was the problem this function would also not work.
