Toyota Repair: 1998 Sienna brakes, seatbelt and radio, rear drum brakes, sienna xle

Ted,
    My wife's 1998 Sienna XLE (with auto trans) has always had long stopping distances since we bought it used with 65k miles in June of '03.  The rotors look normal (no grooves), feel normal (no warping, no sponginess) and had plenty of pad material left.  It feels like they'd fade in a hurry on a hill, but luckily we haven't faced that yet.  Does this van use the same brakes as the Camry?  Is there a pad upgrade that would help?  I would be willing to switch to bolt-on after-market calipers and/or rotors, but couldn't find any on TRD's site.  Are there any other possible manufacturers?
   The left rear seat belt is jammed and will not retract.  What special tools does this take, and could you reccomend a  shop manual for this van so I could do this myself?
    When the van is first turned on, the rear speakers get no signal.  Turn the radio off and then on, they start working.  Where should I start looking for the source of this problem?

No it doesn't use the same brakes as the Camry, if it has rear drum brakes you should have them checked and adjusted, they may be out of adjustment, have you had a dealer check it to see if this condition may be normal?
If it has antilock brakes the brakes will not lock up and the stopping distance may seem longer. I can't recommend aftermarket parts, which by the way,  probably will not be an improvement, the first thing you should do is to have the system checked to see if it is operating normally.
There is no repair possible on the seatbelt except to replace it.
The speaker problem is probably in the radio itself.
