Toyota Repair: 4 Runner overheating, radiator hose, head gasket

Question
Is the thermostat on a 95 four runner located where the upper hose connects to the engine?  Engine was slowly losing cooling fluid and is now noticably overheating.  Appears to have some fluid leaking from exhaust pipe but no white cloud.  How do I determine if there is a problem with thermostat vs head gasket?

The thermostat is not there, it's located where the bottom radiator hose connects to the water pump, there are three 12mm nuts on the housing, remove them to gain access to the thermostat. There was a special service campaign to replace the headgaskets you need to contact the toyota dealer and they can check the vin# to see if the campaign applies to this vehicle.
