Toyota Repair: transmission slow to shift into 3rd gear, throttle position sensor, accelerator pedal


Question
Ted, I have a 96 Camry 4 cyl auto trans, with 98,000 miles.  When the car is cold sometimes it takes too long to shift into 3rd gear.  If I press the accelerator pedal and then return it to the previous cruising speed it will shift.  This problem seems to only happen when it is cold.  Could the throttle position sensor, or coolant sensor be the problem?  How can I test these sensors, I have a digital multi-meter?
Also, I had a dead battery, how can I reset my airbags?  Thanks for your help, Theodore.

It sounds like it may be developing an internal transmission hydraulic problem especially if the check engine light does not come on, a check engine light or a flashing O/D light would indicate an electronic control problem such as a solenoid or other input signal from any of the sensors.
