Toyota Repair: Starter for a 2000 4-Runner, splash shields, inner fender

I am attempting to replace a starter on my 00 4-Runner.  It the 3.4 6cyl w/ 4WD.  The starter seems to be ridiculously difficult to unbolt and impossible to remove once it's free.  Any thoughts?

You are right, it is extremely difficult to remove.
Both of the mounting bolts are on the rear of the bellhousing and it takes a long extension with a swivel socket to get them out, I find it easiest to remove the right front wheel, then removing the inner fender splash shields, the starter has to come out through there,this is not easy because the starter has to be twisted and turned in just the right position to get it out, that's the best advice I can give you. better advice is to have a dealer or other professional technician do it.
