Toyota Repair: Heat and A/C Inop, toyota corolla, inop

Hey Ted! My mother drives an '89 Toyota Corolla, auto trans. She says the A/C nor the heater work. She will not give me the chance to look it over. She has had a couple of mechanics look it over. They have not corrected the problem. I feel it is a switch or a relay problem. I would like to know the exact location of the two. Without it she will not let me check it out. Is there a quick and easy way to troubleshoot this problem? There isn't much daylight, if any, around her working hours. I believe she has checked the fuses, not sure.  Thanks, Phyllis

It sounds like the blower fan is not working, find out if any air comes out of the vents when turning the fan switch on to any speed. If there is no air flow from the vents the heater blower motor may be the problem and has to be replaced, there is also a fuse for the fan motor I believe it is located under the right kick panel.
