Toyota Repair: P1130 warnng code, air fuel ratio, toyota service

2001 Highlander w/46,400 miles, bought used 2 years ago from Toyota w/25,000 miles.

The check engine and VSC warning lights are on. Had friend with diagonis device give me code P1130.

Car now at Toyota service shop, diagnosis is 3 bad fuel injector plugs, 2 oxygen sensor failed. They want to pull out the fuel tank (even with extended warranty this will cose me $350.00) and check for foreign matter which they say may have caused the problem, or check to see if parts failed.

Does all this sound legit? And exactly what is the P1130 code referring to?

You didn't tell me if this is a 4 cyl or V-6 but the answer will be the same, the DTC P1130 refers to a Bank one,sensor one, air fuel ratio sensor malfunction, I don't know why the dealer wants to remove the gas tank and replace fuel injectors, I suggest that you request to have the "BANK ONE, SENSOR ONE, AIR FUEL RATIO SENSOR" replaced and then go form there, it may still be under the state  emission control warranty so have the dealer check if this is the case, this idea of removeing the gas tank and replacing fuel injectors sounds a little strange to me. I have checked Toyota's technical info system and there are no service bulletins issued for this condition.
