Answer
I'm going to do my best to help you but I will need a little more information so I can come to a logical conclusion as to what the problem may be, you said that the engine ran before the head and timing chain was replaced so it is logical to assume that the engine not running now has something to do with the repair.
I will need to ask a few questions so that I may be able to help, please answer them as precisely as you can:

Why was the cylinder head and timing chain replaced?
Does the engine crank over normally?
You stated"will not turn over or pump gas" what is it that won't turn over?
Is the problem basically that there is no fuel pressure?

Answer these basic questions and I will take it from there, there are  a few possible causes but I may need more input but I'm sure I can solve this problem for you.
