Toyota Repair: 1990 toyota corolla electrical problem, seattle tacoma area, toyota corolla

My daughter's 1990 Toyota Corolla's radiator fan won't shut off after turning off the engine which of course drains her battery. She has pulled the fuse but she says "another fan" is still running. Is this an electrical relay problem or something else? What is the repair likely to cost? She is Anchorage and I live in the Seattle/Tacoma area so I must advise her over the phone. Please reply asap. Thanks

The problem may be the fan control switch located near the thermostat housing, get a new one from the toyota dealer so you know what it looks like and replace it, but first make sure it is connected, because if the connector came of the fans will run all the time, please let me know if you need an illustration that shows this switch, I'm on vacation for the weekend but if you need to contact me use my direct email address(tedrttr@yahoo.com)
