Toyota Repair: Enable DRL on 2004 Sienna, daytime running lights, jumper

Want to enable DRL (Daytime Running Lights) on my 2004 Sienna.  I tried adding the jumper as shown by many groups but it did not work. Any thoughts?

I'm sorry, but do you mean "disable" the DRL, if so there is a bulletin from toyota but before I look up the procedure I need to know exactly what you mean since the daytime running lights are on by default. If you want to disable them send me an email address and I can send the page of the bulletin that shows how to do it.
