Toyota Repair: Engine Fan not coming on, 1991 toyota camry, toyota camry

Question
My sister has a 1991 Toyota Camry, and it as two fans in front of the engine and neither of the fans will come on.  From what I understand, one is for the engine and one is for the condensor for the AC. What do you think would cause this? We just changed the thermostat on the car and at least the water in the engine is flowing through the engine now, but the fans still won't come on.  Please help. We are at wits end here
Thanks

Answer
it could be a problem with the fan temperature switch, if this is a 4 cylinder engine it's located at the bottom of the radiator, it has an electrical connectoron it, disconnect the connector and the fan should run all the time, if this happens replace the temp switch(on a
v-6, the switch is located near the thermostat)if the fan doesn't come on by disconnecting it check the fuses under the hood in the black fuse box, the condenser fan will only come on when the a/c is running.
