Toyota Repair: 99 toyota solara SLE idle problem, toyota solara, air control valve

Question
68000 miles on it.Usually after cold start,RPM goes above 1000,and after 2 to 5 minutes, goes down to 800, which is normal. In one morning,RPM only reaches 600~700.I can feel the trembling under the hood, not very strong, but obviously from the engine area, relayed to the steering wheel. It feels like the engine is weaker than before. When shifted to reverse to back the car,it feels less powerful than before: usually the car has enough power to back out, with litte or no pressure on the gas pedal. After I drive it out to the highway, soon everything feels OK.
For a week now,the problem still exits. On morning I tried to turned it off, and restarted: the idle won't hold and the engine dies. I step on the gas pedal for about 25 seconds, the idle finally holds.
Changed the engine oil,and cleaned fuel injection - does not work.
Don't know what is the real cause: air controller? fire plug? incomplete burning? etc.
The car is still young and I do not know which one is more possilble.
The problem occurs in the morning before I go to work, and in the afternoon when I leave office.

Another symptom on this car,may be not related,is than, after a local stop, for example, turn off the engine at a BANK ATM, and then restart, the ignition sounds strange: instead of "ca ca ca ca,Hong..", it sounds like"keng keng,Hong.., much shorter, choked, and sounds coughing.

Before I take it to the dealer, can you help to give a diagnose?
How much will it be to repair?

Answer
YOUR I.A.C. IS GOING BAD.. OR BETTER KNOW AS THE IDLE AIR CONTROL VALVE. HAVE THAT REPLACED.I DO NOT RECALL HOW MUCH THEY ARE. AS FOR THE STARTER. IT SOUNDS LIKE THE STARTER CONTACTS ARE WORN OR THE BATTERY IS GETTING WEAK. PRICE ON THE CONTACTS IS AROUND $250 INSTALLED. PAUL P.
