Toyota Repair: fluid(oilly) leak coming from under dash, speedometer cable, toyota corolla

HI. I have fluid leaking from under my dash.(it feels oilly and is brown) it is dripping down on my accelerator and brake pedals. it seems to be coming from somewhere above the steering wheel. it is not dripping too much but, there is enough to cause me concern. I feel that is brake fluid but, I can't figure out why it would be coming from so high up(maybe a line?) I have been monitoring my fluid levels and so far nothing seems to be low. the car is a 1990 toyota corolla. any assistance would be appreciated. if I can't figure it out soon, I will have to take it in to be looked at by a mechanic.

There are no hydraulic lines up under the dash that high up where it could leak on to the pedals.
It's possible that the speedometer cable is causing this, oil from the transmission where the speedo drive cable is attached could be leaking up through the cable and exiting at the speedometer, the solution is to replace the speedometer cable, don't know what else it could possibly be.
