Toyota Repair: WE HAVE A 1998 TOYOTA CAMRY...., brake calipers, fluid leaks

WE HAVE A 1998 TOYOTA CAMRY. THE BRAKE PEDAL GOES ABOUT 1" FROM THE FLOOR. THE FRONT PADS AND REAR BRAKE SHOED ARE ABOUT 50%. I BLEED THE THE SYSTEM 2 TIMES. THE BRAKE PEDAL STAYED THE SAME. I CHECKED THE BOOSTER ACCORDING TO MY BOOK AND IT SEEMS TO BE AIR TIGHT. NOT SURE HOW TO CHECK THE MASTER CYLINDER. CAN I REBUILD IT IF IT NEEDS IT?

We don't rebuilt mater cylinders any more we just replace them if that's the problem, before you replace it make sure there are no brake fluid leaks anywhere in the system also check to make sure that the front brake calipers can slide back and forth on the caliper pins, remove the calipers and check them.
If you live in area that gets lots of snow and rain this could be the problem, the sliding pins rust and the calipers won't move as the breaks wear down, something you need to check first.
