Toyota Repair: Fuel filter replacement, fuel filter replacement, jumper wire

I have a 1989 Toyota 4x4 pick up with 162,000 miles.  It is a 4-cylinder(22RE) 5 speed.  I have limited mechanical skills, but like to do as much as I can by myself inasfar as maintenence and small repairs.  Recently while driving, the truck would begin hesitating and the engine light would come on.  I gave it a tune-up, and the problem appeared to be fixed.  But, my wife recently said it came on again for her. So,--I have never replaced the fuel filter, and figure that could be part of the problem.  I purchased a new one, and then spent half of a day trying to locate the old one on the vehicle.  Appears impossible to reach.  Any secrets as to how to get to it easily and what tools are needed?  Should I even attempt it myself?

I don't think the fuel filter is the problem, first of all it will not cause the check engine light to turn on,there is another reason for this, so before you replace the fuel filter I need to know what the diagnostic trouble code is that caused the check light to turn on, you can do this yourself and then let me know.
Here is how you do it:
Under the hood locate the diagnostic connector on the left side(standing in front)there is a small plastic cover, open it, locate the terminals TE1 and E1, make a jumper wire and connect the two terminals, turn on the ignition, now look at the check engine light, it will blink and give you the code,for instance a code 71 will be seven blinks and then one, there may be more than one code, there will be a pause between them, try to do this and let me know what you come up with.
