my brake lite on my 86 toyota camry stays on even tho the handbrake is off -  is that a signal that my discs need replacing?

Not necessarely, it is a sign that the brake fluid is low, the sensor in the brake fluid reservoir turns the warning light on.
There could be a few reasons: the front brake pads are worn, the fluid drops as the pads wear,or there could be a brake fluid leak,the rear wheel cylinders are a common place for leaks or the brake master cylinder has a leak.
I recommend having the brake system checked, the only reason to replace the rotors is that they are worn to below the minimum thickness or are warped or overheated, try to have a shop you can trust, or the toyota dealer check this for you.
